Vexatious litigant designations only apply to a particular jurisdiction. And Russ is so dedicated to his modus operandi of filing stupid lawsuits pro se that if he can't file lawsuits where he lives, he'll move somewhere else just to do so (or file in federal court, until he's declared vexatious there too).

Legal Nevada brothel workers are required to get regular STD checks and follow strict requirements around safe sex. So he's probably less likely to get an STD from them than he would be in a Tinder or Grindr hookup, if he were able to get them.

Yes, but even the cheap truck stop brothels are still under those health requirements set by the state of Nevada. The main difference between the tiers of brothels is going to be in the attractiveness of the women.

Pretty unlikely. He dosen't have sex with any women except paid professionals who #1 insist on condoms (some will go rawdog for $$$$ extra, Russ won't spend that) and #2 are tested regularly. He can't afford to go very often so he probably has sex twice a year tops.
