He is quite simply too insignificant for them to bother excommunicating him. They've just revoked his temple recommend.I believe he is excommunicated, when his adopted sister got married his father told he wasn't allowed to attend the ceremony (likely because excommunicated members cannot enter the church) but he was offered the chance to go to the reception (with stipulation he wasn't to talk about Taylor Swift and lawsuits)
Russ being the bitter urchin he is opted not to go entirely to the wedding reception of the one person who actually put up with him, even if it just was a familial obligation and even angry reacted their engagement picture.

What they generally do is revoke your temple recommend, which you need to attend anything like LDS weddings on church property. It was probably for patronizing prostitutes or maybe even just not obeying rules in general, something Russhole is bad at.He never said he wasn't going to the wedding/reception, and I don't think we even have concrete proof that he was excommunicated.
They don't even call it excommunication or "disfellowship" any more. Excommunication is reserved for what are considered truly heinous sins, amusingly enough, including trooning out and homosexuality, as well as classics like apostasy. Even then, you'd usually have to be more than a common sinner to get fully excommunicated.Even if he was, I thought excommunication in the LDS church was more of a "you've lost your way, but you can always come back if you shape up" thing.
