First, iron Dome can only handle about 8 missiles per battery, they shoot 150 unguided rockets in 5 minutes. This completely overwhelms the system. Second, they developed low flying rockets that iron Dome can't detect, this is what killed those 2 women in ashkelon.

Israel cannot win the PR war with this, Hamas fires from civilian areas in one of the densest and uses civilians as human shields, when Israel strikes back, they end up killing a few. Hamas also likes claiming its fighters as civilians. It's a win/win for Hamas, either damage Israel or die a Shahid and help on the PR front as an innocent who dindu nuffin.

Simple, more Iron Dome batteries and just vaporize the Hamas leadership.
