They can't. The RINOs have never actually been the majority in congress, just the ones with the most power. But that power got shattered when a few things occured.
1: Significant portions saw how the wind blowed and switched to Team Trump
2: The Arch RINOs voted for impeachment which makes them politically toxic.
3: The remaining RINOs have basically chosen to be Switzerland and let the above two fight it out.
They don't have the power to rig it, and so it becomes as close to an honest vote as you can get in a political party. The Non-RINOs have the numbers, and Active RINOs need to convince the Swiss RINOs to side with them and... even then it's not clear they have the oomph left.
And this is what I meant. NOBODY defended LIZ. To be Anti-Trump is toxic as fuck right now, and even the ArchRinos can't bring themselves to defend it.

Well, its nice to see that when placed in an unwinnable position his handlers chose the option that fucks over American's least.
The open borders thing is not because his handler's -want- it, its because the Progressive wing wants it. And anything the progressive wing wants, they threaten to schism the party if they don't get. The Democrats cannot afford that schism, especially with how much they are burning off the Blue Dog wing. Choosing this threatens to create that schism, though I doubt it alone will. I'd say its a three strike rule, if Biden has to go against the progressives on 3 major issues they begin the schism process.

Stefanik isn't a hard core populist but... neither should she be. If they went with one you'd have the same issue happening to the democrats. The GOP needs to avoid any fracturing issue and let its pull to populism occur naturally, not sped up. Its frustrating to anyone who already is on that side, but it ensures a more longlasting populism rather than the massive whiplash the dems have.
