It's an accurate assumption. For Phil to raise as fast as he does in Champs and to always be short on money, he needs to empty his paypal daily with Fast Pay. Phil himself accidentally admitted that's exactly what he does at one point: He gets tips, those help the most because they go to him immediately. Then he explained how chargebacks work and hurt him and it's the same shit. Roughly paraphrasing: "I get the money, so it's in my paypal, I empty my paypal account daily to transfer it to my bank account (Maybe it was checking account) and then the money's gone and I have to pay a fee on that. So it's terrible. It negates all the pahsitivity. I'm basically starting in the red."

It's just funny to see his relationship with Kat. He seems to have married her purely to spite and one up Panda, even going for a similar date. he recently admitted that even if he died Kat would get googatz since he doesn't even own the Snort Fort. The whole relationship is shallow and materialistic as fuck. Kat's basically a gold digging roommate and part time maid, who can't even be fucked to cook anything more difficult than a microwave meal for Phil. Phil's "She has her own problems to worry about, financially" speech makes me think she's basically cut off except for whatever superficial bullshit she manages to pry out of Phil. Sex? Physical contact? Hell, even a "Pahsitive behind-the-scenes family life"? Phil, please, don't make us laugh. Half the time he talks about Jasper he's in "Kat's roo-Her AWFFICE."
Kat's a medicated autist with a criminal record, she's with him purely for the green and by the way, PHIL agrees with US. She's probably a blimp by now. If Phil could flaunt his amazing relationship with a hottie he would, as he did with Panda, even when things were clearly not going so well. Kat cheated on SubaruJeff and moved in with known scammer Phil Burnell. You mean to tell me showing up on stream once in a while for 200$ per stream is beneath her, because she ocasionally gets called a raccoon? I'm gonna press X. People from her background would do MUCH worse shit for that kind of scratch. Brazy herself has to suck ten dicks to completion for that same amount.
Phil is more likely than not forced to buy shit for Kat because basically "That was the deal". Phil cutting Kat off from his fanbase isn't even for Kat. It's for him. The two things Phil could give Kat, a better future and a semi succesful streaming career as his co-op partner are things he utterly refuses to do, because his fame is all his and so is his fanbase. Not just dwindling but non-existant judging by how his chat is Wings-level toxic nowadays. Except for the 10 or so megacucks. But even those will dip when the begging reaches critical mass.
Honestly, if Phil did nice things for Kat, and I'm not talking about buying her premium oats, something actually nice and meaningful like sponsoring her through a master's degree, or paying off the snort fort and making sure she can have it if he finally has a massive gout malfunction and dies, I'd find that to be a redeeming quality. The ONE redeeming quality. Even him babytalking Jyamsper makes my skin crawl. But the way things are going the only thing that Kat will have left of Phil is his extensive gacha collection.
Problems for future Phil, I guess. For now, it's beg, gin n' gacha until the curtains fall.
