I either watched a documentary or was in a seminar that explained how to get people to agree with you even though what you were saying was false so that the mark feels better about their decision to agree with you. Meanwhile, it's suggestive manipulation.

A complete fucking asshole who has a house full of stupid knickknacks and tchotchkies that the cat might knock off a table or counter, resulting in "CAHMAHN, MAHN. JASPER KITTY!" and more begging for triple duty spending: oily PGNs, hay for his horse, and impulse buys from skymall.

Phil treats Jasper the way he does because he hates having pets. He would have never, ever had a pet unless Kat wanted one. He is a deeply selfish and weird man.

Look at his previous v-lahgs where he wanders around the sty. Both the Wakando and the connecticahndo. There's dumbass gamer shit everywhere. If anyone thinks his "nook" is crammed full of all his stupid purchases, and not readily displayed for his own viewing pleasure when he waddled through the snort fort... I might have a bridge to sell you in Nebraska.

Yes, he blows an exorbitant amount of money on sweaty svgs, but he also flushes cash down the drain on stupid "loot crate" tier shit, too. Bringing the horse into the mix, it wouldn't be shocking to see a bunch of dovakin figures strewn about the gouter rim.

Although I think Kat is still there, I don't think Jasper still being there is necessarily an indicator of her status.
If Kat leaves Phil, she'll likely immediately be moving in with someone else. If that person lives somewhere that pets aren't allowed, or if they decide they don't want a cat there, Kat will leave Jasper behind. On top of that, Jasper's main purpose, IMO, is to serve as a buffer between her and Phil. If she leaves, that purpose is no longer needed. I'm not saying she won't take Jasper, but it's a possibility.
The thought of Phil being stuck with Jasper kinda delights me, knowing how much he'd fucking resent it. Phil would probably end up getting rid of him one way or another, and then end up lying about it. "He ran away" or some shit.

Phil will probably give him to a shelter. Not out of decency but because the cat gets in the way of his normal life of waddling from fridge to bed to office in different orders, if Kat leaves Jasper behind he might have some luck with Phil dumping him somewhere and hopefully find a better home.

Also let’s not forget Kat is a piece of shit human too. Suburu Man can vouch for that. She’d leave a cat behind or rehome a pet in a heartbeat.
