Most people are progressing past lockdowns due to vaccines, frontline workers were the guinea pigs which are arguably the hardest to train in society. It was a smart move to rename it "Delta variant" and memory-hole "indian variant". In the meantime, our incidences are dropping rapidly, hence the move to talk about age-specific incidences to increase the apparant numbers. Death rates are still dropping very slowly compared to incidence and ICU numbers, probably because you count as a Coof-snuffer if you had a positive test like 10 weeks before, which would lead to people still dying from the beginning of the third wave, and will continue to do so until at least end of June.
Furthermore, it appears that some restrictions here are not even tied to incidence values or really anything, and our plans for opening restrictions don't even consider the case of zero incidence.
