They should fix their army morale and issues with conscriptions, the Taiwanese, before doing the most pathetic "nod" at a "anti-China" Icon. If they want their country to succeed, they should fight harder for it. Fuck them.

Well like literally anything else in Japan, they're either afraid of or hate change. Given what Coco's said about why she's leaving, this also applies to Cover. My hunch is they decided to stick to the "safe", traditional way of running an idol agency rather than take risks with new ideas talents like Coco have to offer.
