Is it just me or does Jazz’s body just look… bizarre? Most troons just have bodies that look like a man with A cup moobs (if HRT) or bolt on Barbie breasts(if surgery) sticking out. Jazz’ body doesn’t come any closer to looking like the body of a woman, but he doesn’t really look like other troons either. In fact his body type doesn’t really resemble anyone else I can think of.
Is it because he’s so fat? Are these the amazing outcomes of sterilizing him in boyhood with puberty blockers? What is it? Anybody else able to pinpoint why he looks so … weird?

That's literally the body of a weak male teenager with very little muscle mass who got fat all of sudden. The legs will remain skinny, mostly because male chromosomes and because they carry a lot of weight, but the bodyfat distribution is relatively normal if you pretend the boobs are moobs with the extra help of hormones and surgery. Think SpongeBob bodyshape. Another proof genes don't lie.

If that is the case, is it possible that (also noting that Jazz hasn't been in a swimsuit recently) that the "toobs" make it impossible to wear such clothing? Both of them are literally growing in opposite directions.

Splayed and side-set breasts aren't uncommon in women, nor are naturally-large breasts. I wouldn't even be surprised if a woman had the same type of chest as Jazz. That said, however, it would be rare for a woman to have the same overall "look" once you add in the gut, etc.
If a woman had breasts as large as Jazz', she would have a few options:

1. Wear a standard bra like what other women your age wear. Jazz, however, appears to go braless most of the time without also doing what you need to do to pull that off (see #3 below) and/or wears bras more suited for old women like his mother. What Jazz SHOULD be wearing is something with side-support or a full-figure bra.
2. Wear sports bras. This option also has a minimizing effect but can be painful if you wear them all day.
3. Go braless 90% of the time and wear a bralette in public to hide nips. Yes, it will be fairly obvious if you're wearing a thin shirt if you aren't wearing a supportive bra, but it does help with back and shoulder pain since your body has to compensate for the breast weight with no bra support. (For this to work, however, you also need to keep relatively fit and eat a healthy diet. It won't work if you're overweight or eat shitty food.)

As far as clothing goes, the others will have to contribute here because I have limited personal understanding of ze fashions, especially for people Jazz's age.

I don't understand why Jazz turned out so much worse than the "friends" (other than Noelle) who appeared on the show whose puberty was also blocked, but who passed quite well even as Jazz plumped out. More than once I wondered if they weren't just random young girls hired to play the part... One, a tall thin blonde, could be a model.

I assume the mothers of the other trans kids simply kept better tabs on their weights, or even starved them instead - like Desmond's mom does. I think it's just another form of control and munchies.

I wear a lot of dresses, and there are certainly designs that accomodate smaller-breasted women or larger-breasted women in particular, and I have encountered dresses that I literally could not wear because my chest wasn't large enough for the fit. There will probanbly be many dresses and other types of clothing that won't fit Jazz due to his odd torso.

But I still doubt that Jazz wouldn't be able to find anything better than what he is wearing now. Even with the gunt. They could choose a dress or a shirt that fits the chest and have it altered a little bit so it fits better around the waist, that's a possibility and it's not like the family doesn't have the money to do that for one or two basic outfits. Some women have oddly-shaped bodies too and they do this, it's not like Jazz is reaching deathfat levels yet. The fact that the poor kid is relegated to ugly and ill-fitting clothes seems almost deliberate, sadly.

I doubt if "the other mothers starved them"; they're all Jazz's age and presumably all have the same teenage proclivity to rebel against parental control and even cars and drivers' licenses so they can procure their own junk food and fast food, so THAT doesn't explain it. Also, I don't necessarily agree that Jazz has an "eating disorder." He has the appetite of an otherwise normal 20-year-old boy -- which is ravenous. It's just that it's considered excessive for a GIRL and is also problematic given Jazz's inactivity, depression, female hormone replacement, and antidepressants (all of which potentially contribute to weight gain).
