Pretty sure they would need to be. Maybe it's different state-by-state, but I've never seen a public school that dabbled in any heavy religious undertones.

Edit: Looked it up, in the us you can't have a catholic-public school as a basic rule of nature.

There's a David Ginder from Jacksonville who went to Iowa State and now works for a battery company as a director, but I don't think it's our guy. You have to pay to use a botnet or compromised server, right? But if someone's got their own botnet/compromised server would they have to spend money? I assume there's not that many people who have direct access to that sort of infrastructure but there's obviously a big overlap between trans women in knee socks and programmers, so is it out of the realms of possibility that a trans blackhat is doing this?

Family members obits, not him. He lived in Ohio up until 2018 and we're still not 100% that he's actually in Japan (most compelling evidence is that pile of Japanese prescription meds).

unless you fucked up cooling so your system busts due to the sustained load there is no damage. The attack only works as long as it runs/gets paid for.
