These photos from Patrick's wedding album (2009?) are probably a good jumping off point. There isn't a "Darien Town Hall" in Ohio that I could find, but the one in Darien, Connecticut seems to be a match. I'll try to do some digging but figured it would be worth at least mentioning here.

We can reasonably assume the town hall is where they got it filed.

Ancestry.com has marriage records for a David Ginder and a Patrick K (not M) Tresner on their Connecticut index. To be more certain, I narrowed down the search to 2009 and both names still appear.

That is not what mania would cause. Yes it makes you crazy as fuck, but you also feel amazing and unless it's a mixed state which are uncommon you don't see suicide during manic states. Ask bipolars, during a true manic state you feel all powerful even if you are paranoid and the opposite of suicidal.
