True, except Gibbontake is a UK citizen and his passport is issued by the Home Office. Regardless, in a post-9/11 world, passports are taken incredibly seriously (the vast majority of global passports have biometric data in them, after all), so it's for the sake of national security for both the UK and its partners that the Home Office ensures that Gibbontake is 100% serious with his gender transition.
