The "don't want cops" thing is an op. They're intentionally trying to create a problem (a fake racism problem, a crime wave due to no cops left, etc) so they can sell a solution -- a federal police force. It's WAY easier to corrupt a single large government entity than a near infinite number of smaller ones across the US, after all.
