Those are supposed to be humanized versions of Quackerjack and Megavolt from Darkwing Duck. I admit this was a really hard guess without hints.

The sad thing is that person managed to draw them fairly well back in time although Megavolt already got blackwashed here.



But now all that person draws are fat black blobs.
