Checked out the bilibili post linked there and based on the post Rie made right before it, my suspicion is that Rie held a birthday stream and during said stream inadvertently said something that offended the nationalist nutjobs, thus prompting the apology.

Then the Chinese come and ask her if she can speak Chinese and if/when she will do a CN-only stream. Petra says that her Chinese isn't nearly good enough for something like that yet but she'll leave the door open for in the future. However, because they are retards that don't understand English, whenever she explains this, all they hear is 'Chinese' and flood the chat asking her if she can speak Chinese as if it wasn't mentioned multiple times already and was literally in her debut. This also happens a few times.

Considering her posts on bilibili, she seems to actually be more competent in Chinese than she let on as Petra. As Rie, her fanbase on bilibili was arguably larger than her fans on Youtube, too: 3.68k subs on YT versus 76,000 followers on bili. Overidea also seems to have a decently-sized fanbase in China as evidenced by their bilibili page, so it's entirely possible the Chinese people in chat were genuine fans who heard Petra = Rie/Cierra and came to check it out. Still idiotic of them to spam though.

On top of that, there's no indication that Rie was ever good at graphic design or animating even though the could draw, but Petra states she made a lot of the graphics for OBSYDIA which falls a lot more inline with Shachimu.

Well Subaru seems like the wholesome type of friend of doesn't mind getting touched, also seems like she loves her friends. As for Noel, well lots of people are at least intrigued by her assets so she just lets them do it (maybe slight turn ons too?).
