Antifa are effectively neoliberals despite their rhetoric. Most #VoteBlueNoMatterWho and mostly focus on matters of immigration that favor neoliberalism or social issues like trans rights.
You need a small enough community that everyone views everyone else as a tribe member. That community has to be homogenous ideologically and culturally. And it has to have a means to expel useless members who are parasitizing the community. There needs to be a leader who can actually enforce norms.
