Person of interest is a possible cow, or a cow in the making. Verified is someone who has confirmed their identity to mods, usually to be able to give personal information about a cow.

Assuming you honestly don't know, the former means it's someone positing who has a thread, the latter means it's someone posting who is likely to have a thread in the future but for the moment is adjacent to a cow

I thought that was the case but I had seen several people with POI tags that do have threads, which is why I was confused.

Verified is a lesser cow or someone who is notable for something. POI is just a pure cow in their thread posting here
