Not to mention that sometimes even if the authorities are alerted, there's nothing that can legally be done until something horrible happens. (See also: Many threads in Beauty Parlor.) It sucks, but that's the way it goes.

Sadly the main job of the authorities is to persecute criminals, not prevent the crime before it happens. In some cases the police just has to watch.
