Basically as long as incest is not kept as taboo/outlawed, children no longer have the valid expectation of care from parents without giving things in return nor do we have the default standard of the relationship between parents and children not being one in which sex is on the table. This sets up a situation for parents to raise a fuck toy even if they wait until 18 (spoiler they wouldn't) and a child that is not desirable sexually is going to be less cared for and taken care of in a scenario where the family unit is now sexual.

You set up to unravel the whole thing and that has implications outside of singular family units.

This is prevented by the already existing taboo/ laws against pedophilia.
And nobody raises a child to be a sex toy with the idea of waiting till they are 18 in mind so if incest ended up happening at some point after puberty it wouldn't be because the parents were psychos who planned it all along.

You seriously over estimate human beings if you think that people aren't stopped from doing shit by virtue of an existing law or social more.

The second that incest becomes mainstream the idea of raising a kid to fuck them will happen. I'm sorry you have some weird faith in humans but you should really stop doing that because its misplaced. If they manage to wait until 18 to avoid the law, the birthday party will be the parent fucking the kid.
