You're completely wrong. His ramblings in the parking lot may not be very consequential but as the investigation proceeds and Chris continues to insist he is a sonic/pikachu hybrid from another dimension his mental health could easily become a factor. As unusual as it is a plea of insanity does sometimes succeed, or a person with a severe mental illness may be found unfit to even stand trial. In either case the person will typically be referred by way of a treatment order to what is called a "forensic" mental health facility which is what we call asylums now that everyone gets their panties in a bunch over asylums.

Technically the treatment order might say "make him sane enough to stand trial" but in practice that never happens. Insanity in this instance is a legal term referring to a person's inability to understand the nature and consequences of their actions, not to any specific mental disorder. If Chris consistently and believably displays a break from reality, there is a real possibility that he will be referred to the forensic system.
