Chris was in a position of power over Barb, same as if a parent or doctor or teacher or cop. That tends to make the law take a dimmer view of the defendant.
At some point it sounds like he assumed control of the finances, possibly due to Barb being sued for debt constantly.

That might even apply if he would have otherwise been legally allowed to access that money. The fact there was a specific court order saying don't do that shit, and then he did it, puts him in a lot more trouble.
