Generally it is not illegal to fail to report a crime unless you are in a specific profession subject to mandatory reporting laws (details vary by state). You are also under no obligation to attempt to deter the crime. Similarly you couldn't prosecute her for merely not telling him not to do it, or not sound disapproving of it. You'd have to really stretch the law to interpret it as actively encouraging or promoting it into happening. It's not impossible but it would be a hard sell. That recent suicide case was possible to prosecute because the girl flat out told the guy to kill himself.

That's not true. Obstruction comes into play when there is an investigation. It is not a crime to know that a crime has taken place and do nothing. It is potentially a crime (aiding and abetting) if you know there is a plan, facilitate that plan, or in any way instigate or do anything to encourage the plan to come to fruition. So for example if the Troll was aware of the incest and positively fed into Chris's delusions that he was helping Barb by having sex with her, thereby encouraging another round of abuse, then they they could be prosecuted as an accomplice. And TBH that seems really likely.

I'm not calling it rape because the official charge at the moment is incest (and we don't know for a fact that Barb is demented or senile enough to legally be considered mentally incapacitated, despite white the armchair psychologists on here think they can glean from a few seconds of video), and knowledge of this which has happened on multiple occasions will likely get her an accessory charge since she allowed it to continue despite there not being any risk to her if she reported it. She really shot herself in the foot by uploading anything, and if the audio is actually edited like people say (I haven't heard it yet), it might actually harm the case against Chris since it's been tampered with, and depending on how involved she actually is she could get some sort of charge similar to perjury. I remember hearing a story a few years back about three girls being charged for coercing an autistic boy into having sex with his dog, so Kelly's fucked unless she miraculously gets acquitted. Like @truthfullies said, Kelly isn't necessarily obligated to report a crime or attempt to deter it. So an accessory charge could be filed but might not stick unless she is actually involved in the crime. The idea that not reporting a crime makes you an accessory or gets you an obstruction charge is a scare tactic to try to force people to cooperate with the police.
