I think it's going to be difficult to explain why it hasn't been distributed, what plans can be made to speed up its distribution, and why "clear and specific congressional authorization" is no longer necessary. This also probably would have been much better to do before the moratorium lapsed: the process is being undertaken, and legal ambiguity at best is not the best situation for us to be in.
And this would be the states' problem, since they are mostly the ones sitting on those funds at this point. Maybe the feds can tell them to hurry up, but the delay is out of their hands now.

prohibit raising rents or eviction the tenant for a couple years:
This is being done to drive more property owners to give government partial control of their property through acceptance of state money and push foreclosure on smaller landlords.
Ahhhh, those sneaky bastards. I read an article where the rental assistance programs were complaining that people thought there would be "penalties" for applying, and I didn't understand what that could mean.
Plus, the idea that landlords are being fairly compensated but also have to separately apply for relief, even if there were no other strings, is one of those tests of "what is the least burdensome way of getting this done." The plan totally fails on that level. Thanks, Trump.

Related to "progressives are antisemitic," here was Rashida Tlaib recently. It was so blatant that the ADL had to make a statement, which they are reluctant to do if they can slow-walk it.
I think in their minds they are not being antisemitic because they are expanding the definition to be "Jews and also wealthy people in general." They think people will agree with them about the second group, but they are so obviously talking about the first that their analysis stops making sense. Not only do they talk about Israel as purely a money-driven venture, but they also implicate Israel for US police brutality and US racism, so classic blood libel stuff. (White privilege operates the same way, blaming all whites (and white JEWS) for things they had no part in.) And they're so zealous about it that they can't shut up about it. They believe it too strongly to attempt to hide it.
It's growing in the US because of the Corbynization of progressive politics here, but I suggest looking up videos on the Labour Party's antisemitism because it's more blatant and they get called out more for it, so you can see how Tlaib and people like her use the same language here.
Al Franken is the last Democrat that's going to be forced out of politics for bad behavior. One of these two men is still governor of Virginia, but he can't remember which one he is.

Northam survived by cutting a deal with Virginia Dems to be more progressive than other governors had been. Virginia is a living hell now.
