No, they actually can't. They have to charge him. Unless COVID has taken away our constitutional rights (well, it kind already has).They can keep him as long as they want. No bond means no bond. And I'm guessing that since all arraignments have to be done via Zoom or the like, they have a bit more flexibility than usual.
