If you don't have any conspicuous moles, scars, or tatoos, a permanent change of hairstyle, makeup, clothes, accent, etc. and moving to a remote area far from where you know anyone is usually good enough. There's lots of hick towns where you could blend in just fine as a newcomer. You just have to be very good at lying about your identity. People who lived in walkable cities or cities with lots of public transport use (i.e. where people interact a lot instead of just driving around in cars) need to stay away from similar cities because there's lots of crossover. e.g. if you are a NYC denizen who rode the subway there's a good chance you'll run into someone randomly from home someday if you get on the T in Boston or on BART in San Francisco. You have to train yourself to not give any cues that you recognize anyone, and respond in a different voice with confusion if someone does recognize you.

From what I know of her, she could get a Secret today. Even a TS/SCI is possible. For all the effort that has been put into documenting her on the Farms, it is highly unlikely any of of this information will be seen by an adjudicator. If she's good on paper, that's all that matters.

I had a simple FBI background check for a relatively nothing job, it was just where I had to be for it, and in the next week three high school friends I hadn't talked to in years called and told me they'd been asked questions about me. Yeah changing your identity completely is really just a pain in the ass when you have a reputation like hers behind you, and even more so in the US. I was mostly focusing about hiding stuff on the surface for the eventual lazy HR check and the like. If someone takes enough interest to her they'll 100% find ties to this inevitably.

A lot of employers do actual background checks now (even when they're not supposed to). Simple name changes won't prevent that if you fill out a W2 form.
