It is a case of National pride vs Religious/Racial pride. Germany, Italy, Japan, South Korea, they all see themselves as their nationality first, everything else second. Same goes for Americans (until recently). The Middle East is largely their Religion first and in some cases absolutely nothing else second.
The reason why the western countries hold up is solely because of the fact that when the chips are down, they unite as a Nation. Take a Middle Eastern nation, put them in the same situation, and you’ll have everyone split on religious (or tribal) lines.

S'far as anyone can tell, they are hoping for a miracle or a weakspot. For example on the idea of vaccines and lockdowns, they -want- to so bad because it gives them power and leverage. In theory, they could too. Their fear porn has an effect, providing very brief times the support for further measures peaks up to a point action could be taken. The problem is that it's far from stable, and diminishing.
Each peak is shorter than the last, and the valley that it normally resides in is deeper and deeper.
To make their plan work, they need to find a way to turn the peak into a plateau, but nothing is presenting itself. They can't stabilize it themselves due to my oft-mentioned lack of capital. So effectively they are trying to maintain a holding pattern to just, ironically, make a managed decline of support.
