They do actually care about optics. It's why they really, really avoid putting Kamala anywhere she can be seen.

The problem is that the fractured admin can't even begin to decide on HOW to stage themselves optically. Good optics is about more than just doing the most popular thing, if that's all you care about you become a Romney who was accurately described as a "Shameless weathervane". The first stage of good optics is staking out a claim to what you wish your outwards principles to be known as. You then work things towards supporting those known principles and take occasional hits to defend them.

This can be very, very surface level. See McCain's entire rotting existence. Still, the first step is staking out those boundaries. The Biden Admin cannot do this though. It's being pulled in too many opposing directions and there ends up being no place to stake a claim. So what you get is decisions like this, where no faction could gain enough control to say HOW to push it optically so it ends up denied as the only thing they all can loosely agree on.

I'd say it's evenly divided between people who see Biden as a "return to lucidity" and people who are increasingly anxious about rising inflation and other significant issues (eg, the future role of the United States in collective defense). If I'm skewed toward discussing the viewpoint of the latter in my post, I apologize for that, but they tend to be the people who message me with questions and observations. The former, not so much. One thing that all of us seem united on (with some disagreement on certain issues) is that the United States can't be Europe, and attempts to make it more like Europe are doomed to fail.
