In Japanese culture, being visually androgynous is very far from being behaviorally effeminate. Androgony in males does not translate to unrestrained hedonism, degeneracy, decadence, and laziness like it does in the west (and has since classical times). The East Asian ideal of what is masculine is informed by Confucianism: the male provides for the family. It does not come with the expectation of being "macho" like it does in the west.
