Mandrake is correct, but the official reason is that in the US system, the President and Congress are elected separately (since they are two theoretically co-equal branches of government). House Representatives have 2-year terms, Senators have 6, POTUS has 4.

They're also kinda-sorta supposed to be a referendum on how the current POTUS is doing, or a chance for the minority party to gain back ground (whichever party is in the White House usually suffers losses in Congress during the midterms).

And in this case, the Dems have a razor-thin majority in both, and are playing defense.
