Out of a desire to not repeat the mistakes of the Soviets who didn't trust the Afghan army for this exact reason and tried to impose their will on the countryside directly. When it became obvious it wasn't working the government saw no other way besides burning billions of dollars out of sheer inertia and MIC rent-seeking.

Would it make sense to have a military dictatorship as a back up plan? The elites seem hellbent on minimizing the "wilds" of the world. "Oh you don't agree with us? Well, we can just push you out to go live in a cave, swamp, wooded area where you won't have any resources to be a problem."
They just needed somebody in Afghanistan that would be friendly to the global regime. Democracy or Dictatorship didn't really matter. Someone that would allow US operations and keep the Taliban in caves.

Least of our worries. Hope and trust someone responsible is with Joey at all times to make sure he doesn't try to launch nukes against someone. At this stage of the game, if I was Putin, Xi, or Kim, would not be comfortable at all with any backchannel assurances that someone responsible was watching over that football like a hawk.
