I think it's supposed to rotate at the horizontal axis, like our plans for the Mars mission, where the bow and the aft would rapidly rotate in order to provide a sort of gravity for the crew module at the end of the ship. The issue is, that vessel was supposed to be over 100 meters long, and at full rotational speed that would not completely destroy it (because gravity would want to pull an insanely delicate ship apart) it would still provide only about .4 of earth gravity.The rotational axis of that ship would run straight down its centre - everybody and everything would have to walk on the outside walls.
