While I'm not always fond of the home country's policies and incumbent governing parties, they are all pretty smart at one thing:

Shutting the fuck up, keeping your head down. Everybody forgets that Italy is an economic powerhouse that's largely only based off of luxury goods (and organized crime). Italy can sit at any table and fit in. Nobody -hates- Italy. These are smart ideas, because Britland, France, and Germany stick their necks out so often and try to play their hands, they come to embody the Ugly Europoor that's rooted in our 21st century consciousness now.

If I were to guess, not to the specific but why for the delay, I had not considered it before but it might have been the drugs. Perhaps they don't work well back to back, and so him being pumped full for G7 meant they had a cooldown on effectiveness that his hander's hadn't expected.

That's for sure. Too many stray pieces of weird information that don't fit to make that make sense, and the total lack of capitalizing on it or staging it in an effective position in his remarks makes it clear it wasn't the focus.
