Reading the article, it seems like this might be a glorified recount because the person in charge puts a lot of qualifiers in there. The one guy in PA who has been pushing this, Doug Mastriano, isn't a part of it anymore, and it comes across like it's a CYA Raffensperger in Georgia type "recount/audit."
