Sure, wigs take some practice to style, especially cheap synthetic wigs. Most of them cannot be styled with traditional heat tools (straightener or curler) because they'll just melt the hair.
However, if 14 year old cosplayers can style their blonde wig into Junko Enoshima, then Anisa can trim the bangs on her damn wig.

First off: Anisa needs a wig head. To get a wig ready for wear, you need to rest it on something. For bangs and trimming the length, having it on your head is best so you can guage how much hair you want to chop.
The whole top of the wig is way too thick to look like real hair, so the first thing she should do is try to pluck hair off where she wants the wig to part.
The primary thing that makes wigs look so unnatural is their uncanny thickness towards the front of the head and the part, which is why people pluck some hairs out of the wig cap at random to make it look more natural.
I'm certain this wig is a Party City wig, so it might be impossible for her to pluck hair out. Some of them sew the hair right into the cap. Her best bet would be to get a better wig, but I doubt she'll do that.
If she really wants to wear this wig, she should soak it in fabric softener and water and let it sit for a while before letting it air dry. Once it's dry, she should use baby powder to get rid of the unnatural shine that plastic hair has. Then shake the powder through and brush it out. I'm not sure I would risk blowdrying that heap of plastic, since it looks like it'll set the whole house on fire.
