FIghting in Afghanistan is a seasonal occupation. It picks up in June and dies off in Oct. In the winter, no one does much of anything. Trump cut a deal in Feb 2020 to be out by May 1 2021 on certain conditions. One was that US and US interests were not touched. They tried to push it and Trump thumped them. After that, they abided by the deal like good sheep. We would have been out during the slow season (while fighters of not active) and when the fighting season started, that would be between the Afghani government and the Taliban for as long as no terrorists came from their country.
Instead, Biden shit on the May 1st date and decided to delay to the peak of the fighting season. A fighting season that they likely had already planned on taking over the country (after the Trump withdraw). Biden didn't negotiate a new agreement, he just shit on the Trump agreement and said they were staying till Sept 11th. The Taliban didn't move until May 2nd, then treated them as occupiers.

Correct. Bombers are national strategic assets. They are based only in the US, US territories, can be deployed temporarily to certain friendly countries. They can be refueled in flight, can go anywhere. NOT going to Afghanistan.
