I actually listened to an interesting video about this yesterday, it's a 10 year old vid but it somewhat explains why the military has fallen into such a sorry state, especially the Army. To summarize it though it's basically because we don't fire or reassign officers anymore, they tend to stay on as lifers until they resign or die.
It also mentions that shortly before and after the attack on Pearl Harbor in WW2 General Marshall went in and cleaned house and relieved a lot of old officers of their positions and brought in fresh faces to fix things because at the start of the war our army was in pathetic shape.
The officer corps needs cleaned out yesterday, you have guys like Milley that hasn't even been in an active combat zone, motherfucker just goes to the "green zone" to shake hands and have underlings kiss his ass while he collects his shiny medals.
There's a video on it if any Kiwis have an hour to burn or wanna skim through it themselves.
Edit: One funny thing you'll notice is how he mentions that General Petraeus was good with the media...he certainly was, he certainly was.
