Is the plan to just constantly hope everyone is too stupid for their own good? I feel like the current story is just assuming your followers, friends, etc, are dumbasses who cannot check this information themselves (even just out of curiosity) or just blindly trust you?
Although I'd assume however many remain do fall into the dumbass category for ever believing Byuu was dead, but I'd give some slack for the silently skeptical.

I want to be optimistic and hope it strikes a nerve with someone who has experienced actual loss to suicide. Just to knock him down a few, when they make a rambling tweet that gets traction.

Hector's plan is clearly to ignore it and hope it goes away. This is why he's "taking a break from twitter" and pretending as if his story is somehow credible when it isn't. He doesn't know that because he's been caught lying so severely he's going to be questioned about this until he confesses.

The other side of the coin I don't think Hector realizes yet is participating in a person's fake suicide is extremely disrespectful to people who have actually experienced someone's suicide. And his unwillingness to actually cooperate and even acknowledge his story as being full of holes just shows he's lost all confidence in the plan. I think it's unlikely he'll sell Byuu out right now because it would just make him look bad. Even though selling Byuu out is the only way for him to save face at this point. Because it's either sell him out and reveal to the world Byuu was a liar who spat in the face of his fans. Or when Byuu is inevitably eventually discovered somewhere go into hiding just like he did out of shame for ever agreeing to such a deceptive plan. Like job opportunities will vanish and friends will stop associating with him because of this. It's only a matter of time till Byuu is discovered at this point, so it's only a matter of time till we see Hector's meltdown.

I genuinely think Byuu sold Hector on this plan by claiming that Kiwifarms would get its hosting removed and people would just forget about the USA travel report (or he didn't think of it) and wouldn't do any further investigating. And Hector just played along with it because he thought taking down cyberbullying justified lying to Byuu's fans about their hero's suicide. I don't think Kiwifarms staying up and continuously digging into evidence was part of the plan and I think it's only a matter of time until he decides Byuu's friendship isn't worth his life being ruined over this.

I honestly think Byuu is in a better position than Hector is.

I probably haven't dug deep enough into all of it, but isn't the vibe from his thread and other behavior that his suicide hate boner for specifically KF sort of relatively came out of nowhere? Not quite out of nowhere, but still kind of a weird place to hit a dead thread while he was getting actually harassed across other mediums? Having lived in Japan and having experienced their retarded paperwork system, the possibility of paperwork being filed late is zero. You can't even comprehend how fucking autistic they are about paperwork. I filed a moving document a day late once and some people from the city hall turned up at my office to ask where it was. Additionally, anyone who has been to a Japanese city hall will know that they have about 50 people looking after jobs that a single computer or at most three people could handle, and this is in rural areas.
