Chance of at least another Matthew Vickers from the county would be 1 minus the chance of no Matthew Vickers from the same county. "At least" is important, because having exactly two would be way more complicated (hypergeometric distribution).

58 counties total, 57 other, so chance of none of the 25 remaining Matthew Vickers being in the same Placer county is just 57/58^25 ~= 0.65, so there's a 35.26% chance that there's at least another Matthew Vickers in the same county.

Placer county is one of the many rather dense ones, so the chances are underestimated.
