No other nation has a navy even close to being comparable to the size and reach of the U.S., no. For your reference, the U.S. has a tonnage of 3,415,893 in the waters. The second highest is Russia... at only 845,730.
The first European nation on the list is the U.K., at only 367,850.
The British Empire used to have the largest Navy on Earth. Before that it was the spanish, before that it was the Dutch. I'm sure if you go far enough back in time, some Roman centurian would have said "We have more soldier than anyone else in the known world, nobody can beat us".
