There are other options, but -highly- unlikely to be covid. A physical meeting is only required if information security is a concern. Given the only people who get pissed off by covid shit are ordinary citizens, there is absolutely, without any doubt, no need for information security.

It isn't voter fraud when its their entire electoral system. Shit is codified in law. Ballot harvesting, mass mail in balloting, "fixing" ballots to count them, its all allowed.

Immediate thoughts... Maybe an international COVID Passport Treaty to try and force Compliance locally? No more states objecting to it or refusing to implement it, because "whoops, we don't have a choice, we're in a treaty with the EU and UN."
Or maybe they found evidence COVID was man made by China?

Formal treaties require ratification by congress, informal ones do not like the Afghanistan withdrawal and are only really binding in foreign lands. To do a treaty and make the states bend a bit it'd need to be a formal one.
