Im not convinced this entire thing isn't being done at the behest of China themselves.

Think about it. Why else would South Korea and Japan, nations which have been fairly firm allies of ours since the mid 20th century, be excluded from such an important thing?

China though? Contrary to appearances China could benefit immensely. Assuming the theories that China has managed to infiltrate high ranking government access in the US are correct and considering the shit the Aussies have been dealing with lately, it could be that China is wanting this done to give the international appearance that they are being 'checked' while realistically they'll have what amounts to editorial privilege over the de facto intelligence/military defense operation in the Pacific, and they won't even have to spend that much money on it.
It also ensures some relative security from the countries in the area that actually do oppose them, ie Japan, Vietnam, south Korea etc because we will control the flow of "intelligence" to those countries too.
What I'm trying to convey is that I've learned to suspect Biden of malevolence more than incompetence.
