It's a crime to use 911 for non-emergencies. They're probably just assuming he's such a nutjob he literally doesn't know what an emergency even is.

Pretty sure he dials the non emergency number. They typically route to the 911 center anyway.

I can see him doing this. Him making fart noises on his sax while uploading from McD's with an open instrument case. When confronted he claims that he's serenading people and if the management is kicking him out they ought to pay him for his services.
