Also if you follow the links in the article it details the expansion of policies under the nazis. Again, I didn't ask for social welfare to ensure the unemployed survive, but the policy of the state insuring your salary in the event of job termination.

1 also makes it difficult when you have state agencies providing funding and support, such as the USSR sponsoring German terrorists, or Iran funding Hezbollah.

My personal delineation for terrorism meets 3 requirements:
1) Indiscriminate violence - that is violence against civilian targets and/or infrastructure.
2) Using said violence to involve fear to effect change
3) Ensuring the attack is not a singular event.

3 is what I think separates a wacko from a terrorist. The Unabomber was a terrorist, he attacked in a hard-to-trace way. The pulse night club guy was a terrorist as ISIS would ensure the revolution continued. KKK church bombings were terrorism.
Dylan Roof is a case of how much much you think mens rea applies to #3 as he believed his attack would trigger a race war, but didn't actually take any steps to ensure that would be the result; he definitely intended to be a terrorist for sure.

We don't have enough information to statisfy #3 on this guy yet. We know if he just didn't like these jews and just picked the next bris as his day to snap, or if he was collaborating with other potentially violent people to kill all the jews everywhere.
