A couple of years ago, yes. These days the "trade" is a bit more professional. When copper rose from about 50¢/lb in 2001 to $4.50 in 2011 most of the dump junkies were driven out. Also checks were put in place at most metal recycling yards which furthered hampered amateurs. These days most yards require your name and address and they mail you a check, so there's no immediate payout that a druggie would want.
More often they come in and squat, ripping things up as the whim hits them because that's what squatter junkies do. What they don't generally do, though, is commute out to semi-rural places like Ruckersville that don't have a methadone clinic (or dealer) anywhere convenient.
Well the pros wouldn't be interested in 14BLC either, but for different reasons given in previous posts.
Having cleaned out after them a few times, tweakers would have no problem squatting at 14BLC. They'd actually make the place worse. 14BLC is a burned out hoarder house, and while that's bad enough in itself, a junkie squat is a whole new layer of hell (especially if they've been doing any cooking).
