Discharging from any correctional facility (jail or prison) can be a long process. He may have property he needs to deal with, his discharge time could be after a count time (and they could have problems with count). It will vary by facility but a long delay does not always mean that he did not get out.

His phone service is likely cancelled, so that’s a whole thing. And who’s to say he even has his phone? It was probably left sitting on a motel nightstand when he got arrested. Chris has whatever he had on him during intake.
