This is one of the few instances where I can't blame him for this. This is one of the most financially devastating events that can occur to any family, and Chris and Barb were already pretty much living hand to mouth. He's being reasonably gracious, thanking people for their help, and asking for necessities. If it wasn't for the rest of his rotten behaviour lately I might think he was learning.

So what happens if the inspection determines that the Chanlders are at fault for the fire? Do they have to pay State Farm back for the rental house, etc.?

Fire insurance pays out if your house catches on fire. As long as you didn't set it intentionally, you're covered.

The fact that State Farm has moved the Chandlers from a hotel into a rental house means they are starting the process of rebuilding 14BLC. The fire report is already complete by this point, and the fire marshal found no indication of things like accelerants such as gasoline or anything else that would indicate arson. They don't test for high levels of stupidity. This also means the Chandlers have managed to pony up the cost of the deductible if there was one.

Assuming Chris and Barb don't suddenly do something extremely stupid, from here I would expect the next phase will be clearing out the home. Anyone who passes by 14BLC in the next few days or weeks depending can expect to see one of a succession of construction dumpsters out front (complete with weens digging through it for treasures from the hoаrd). Permits etc. will need to be dealt with, but those aren't as obvious as dumpsters. The hoаrd will be removed, then the carpets, fixtures, and the drywall. Most of the home looks fairly intact, but if the repair crew is professional about things they will remove all the drywall and basically strip the whole house down to the framing, because if they don't the smell and stains from the fire and the water used to put it out will linger on forever. There is only so much painters can do to contain that funk, even with shellac or epoxy base primers and paints, so it's better to just dumpster everything. Stripping out the drywall also makes it a lot easier (and therefore cheaper) for the electricians and plumbers and suchlike to bring the house up to code, and unless the fire was very, very small (which it wasn't) they will want to bring it up to code. No competent electrician in the world would be foolish enough to risk his ticket on any original wiring at 14BLC (and no competent inspector would pass it); they will want to re-pull it all (especially if it's aluminum).

So we're looking at clear, strip, re-frame, re-roof, re-side, hvac, plumb, wire, rock, paint, floor, fixtures. It's a big job in total, but I will not be surprised if six months from now the Chandlers have themselves an essentially brand new, updated home all clean and empty to fill with an all new hoаrd. And they will be paying much higher fire insurance premiums from here on out.

It really is fucked up that "He said thanks for donations after his house burned down" is considered a positive or improving.

Baby steps. The thing is, you never quite know with Chris. He'll appear to be improving or learning, then he'll go right ahead and do something insane that wrecks everything. I kinda hope this one sticks, though.

By no means am I an expert but as long as there was a "no hoarding" clause when the insurance agreement was signed they might be ok. I know lots of companies are now adding those clauses specifically because incidents like 14 branchland ct. could have been much less severe.
 
I don't really blame him for saying the CWCki still needs to be shut down. If you had a wiki full of insults towards you and information you don't want public, your reaction would probably be similar. "Thanks for the gifts but still, fuck your website."
