Most outfits like this only need one or two lawyers, and mostly "agents" to discuss things back and forth with people, because people usually settle. They will escalate to a lawyer if shit goes downhill for them.

You don't need to be an attorney to be a DMCA agent. I've done it before, during and after graduating. It's generally very formulaic, especially if you are going after pure piracy. Obviously an actual lawyer would be necessary to represent someone else or a corporation in a lawsuit.
