Probably a mix of laziness and lack of coordination between ISPs, which can probably be attributed to laziness. They want to do what China did (The Great Firewall), but are taking a whack-a-mole approach that pushes the responsibility to webhosts because....IDK. It's technically easier to filter at the national ISP's gateway. It's logistically easier to filter at the national ISP's gateway. It's bureaucratically easier to filter at the national ISP's gateway. TBH, the only plausible explanations are either:

- They felt like swinging their cock around by bullying websites for some reason.

- They are legitimately too retarded to do it themselves.

Really not sure what they're hoping to accomplish by doing it this way. What are they gonna do, send threatening emails to every website they don't like? Even assuming that isn't a fundamentally retarded approach at a conceptual level, it's inherently a reactive. Therefore it's a losing approach that's always responding to the next naughty website and will never meet their intent.
