Early on it made sense. TV was very expensive, unlike radio, to set up. That is why you have national TV stations everywhere alongside private TV, while radio stations have to fight for frequencies because they're so plentiful. Making every tax payer pay for the handful of people able to avoid a TV is rather silly. Instead adding a TV tax to people that own a TV (and would only watch national TV since there was nothing else) is a lot fairer.

The difference is, is that over time other countries abolished TV licences, while UK went completely mad and decided to drive around in TV detector vans. The BBC is a powerful propaganda tool, not just at home, but worldwide. Taking it out of the national budget would look bad. Shuffling it away into its own category, and going full nazi on it would be a safer way to fund it.

In my EU country, internet access isn't even logged by the ISP. It all disappears the moment you disconnect. And yeah some glowing agencies might but it would not be admissible as evidence in a court at any rate. Different parties lusting after surveillance for different reasons fought very hard to change this (for decades at this point) but it was always overturned in what you understand as constitutional court.
