Who was that General during Soviet-Afghan that said something like, "mothers will just have more babies!" When looking at their massive casualty count? For a lot of these nations disposable people are a valid tactic, it's what's kept ISIS going for so long (aside from the Israeli funding) and it's what has kept many a home turf safe. When you're basically fighting the entire populace war becomes a slog really quickly. The only way out of situations like that is to convert the majority of people to your side and have them handle themselves. Vietnam and Afghanistan for example had pretty high casualties but they still won out in the long term, even in the case of Vietnam where the country was basically split in half. All this to say, in a sense yes casualties don't matter. Ends justify the means and all that jazz. So long as you maintain enough of an economy to keep raising fighters.Casualties don't really matter
